In 2018 - 2019, the Erie County Gaming Revenue Authority (ECGRA) Renaissance Block Grant funded the Academy Neighborhood Association’s Revitalize E28 program.
Homeowners in targeted areas of E28th and E29th Streets could apply for up to $1000 in matching funds for exterior repairs and improvements.
In 2019, City workers and trained volunteers surveyed Academy neighborhood properties and their conditions. The effort was in response to Erie Refocused, which identified the area as transitional and recommended focusing resources on housing issues, sidewalk repairs, improved lighting, and lowering neighborhood crime rates. The data collected will help guide improvement.
The Academy-Marvintown Action Plan is an extension of Erie Refocused and its early recommendations. Such recommendations included making Erie’s healthy, stable, transitional middle market areas stronger and more sustainable through reinvestment and community engagement.
Love your Block is a community centered initiative that empowers neighbors to take pride in their neighborhood by awarding mini-grants to resident volunteers for projects that spur neighborhood driven change.
The ECHA administers the Weatherization Program for assistance and energy education to low-income homeowners or renters whose homes are in need of improvements to reduce energy usage.
The Low-Income Home Energy Assistance Program
LIHEAP has been helping people pay their heating bills for more than 40 years. In a federally funded program, those who meet income guidelines (150% of the Federal Poverty Level) can receive up to $1,000 in grants that will go directly toward their heating bills. To apply, Pennsylvanians can visit dhs.pa.gov/COMPASS or call 814-461-2002.
The Neighbor-for-Neighbor Heat Fund
A program overseen by the Greater Erie Community Action Committee, the fund offers assistance to both natural gas and electricity customers. Qualified applicants can receive a lump sum grant. To apply for electricity assistance, contact First Energy. To apply for heating assistance, call GECAC at 814-459-4581, Ext. 466 or 410.
The WARM Program
Sponsored by First Energy (Penelec), the WARM Program provides qualified electricity customers with in-home usage evaluation and energy-saving home improvements, such as insulation, weather stripping, and window replacements. First Energy customers must be within 200% of the Federal Poverty Level and use an average of at least 375 kilowatt hours of electricity a month. The Pennsylvania Housing Assistance Fund
Funded by American Rescue Plan money, this fund helps homeowners who face foreclosure, sheriff sale, or utility shut off. New applicants are not currently being accepted but previous applicants need to re-register at www.pahaf.org/register.
